Passengers arriving from third countries who have received a full course of vaccination required to carry proof of a negative COVID-19 test as of 21 December

The Government plans to decide on new entry restrictions on Thursday 16 December 2021. Health security measures would be tightened and the existing restrictions on entry at external borders would be extended until 16 January 2022. 

According to the decision in force at present, people can enter Finland without an essential reason if they have received a full course of vaccination. The new decision to be adopted on Thursday 16 December would change this so that passengers arriving from outside the EU and the Schengen area would be required to show a negative COVID-19 test certificate issued less than 48 hours before their arrival in addition to proof of a full course of vaccination. The new requirement would enter into force on 21 December 2021.

The Ministry of the Interior and the Ministry of Social Affairs and Health will provide more detailed information after the decision has been made. The Ministry of Social Affairs and Health and the Regional State Administrative Agencies will provide municipalities with instructions on health security measures. Municipalities are responsible for health security measures at border crossing points, ports and airports. At external borders, the Finnish Border Guard will check test certificates as agreed with the health authorities.

The Border Guard will update its guidelines on cross-border traffic at raja.fi after the Government has made its decision. Translations of the guidelines will be published as soon as possible.
