Preparation of legislative proposal on local bargaining continues

The Ministry of Economic Affairs and Employment has received 49 comments on the legislative proposals to promote local collective bargaining. The feedback received will now be analysed as part of further preparation. The draft proposal will also be sent to the Finnish Council of Regulatory Impact Analysis for evaluation.

The Ministry requested comments on the report of the tripartite working group that prepared the reform of local collective bargaining. The working group was tasked with preparing the legislative amendments required by the Government Programme’s entries on local collective bargaining. The group was not unanimous in its work.

The consultation round started on 1 March 2024 and ended on 12 April 2024. However, the deadline for submitting comments in Swedish ends on 23 April 2024, because the request for comments in Swedish was published later than in Finnish.

Aim is to submit government proposal in June

Increasing local bargaining is one of the Government’s reforms to develop the Finnish labour market into a more flexible direction. The Government’s goal is that local collective bargaining will be equally possible in all companies, regardless of whether the company belongs to an employer association or of the kind of employee representation the company has.

The Government aims to give the legislative proposal to Parliament in June 2024. According to the plan, the legislative amendments would largely enter into force on 1 January 2025.
