Government discussion on spending limits

As part of its adjustment measures outlined in the spending limits session of 15–16 April 2024, the Government has decided to terminate the funding of Työkanava Ltd and dissolve the company. The launch of Työkanava’s employment activities has not met the objectives set for the company.

Työkanava Ltd is a special assignment company wholly owned by the State of Finland. Its task is to employ people with impaired capacity to work who are in the most difficult labour market position.

In addition to national funding, Työkanava Ltd has been funded through the EU’s Recovery and Resilience Facility (RRF). The company committed itself to meeting certain employment targets in order to receive RRF funding. Because the company has not reached the target agreed in the decision of the Council of the EU, there are no grounds for continuing the RRF funding. Negotiations with the Commission on updating Finland’s Recovery and Resilience Plan to replace Työkanava Ltd with another investment are ongoing.

The renewed pay subsidy and other employment services are available to people with impaired capacity to work. In addition, organisations and other bodies cooperating with employment services support the employment of jobseekers in the most difficult position.
