The central government preparedness exercise VALHA 2023–2024 started this week. The exercise is carried out once every government term and it consists of both ministry-led modules and scenario-based exercises that are common to all participants.

The exercise aims to improve the ability of central government employees and the state leadership to collaboratively respond to serious incidents and emergencies endangering the vital functions of society.

“Rapid changes in the operating environment and the wide range of potential incidents require regular training. The exercise supports and develops crisis management preparedness, comprehensive security and general preparedness within the government, while it also improves the relevant competencies of the participating organisations and personnel. The exercise takes into account development areas identified following the COVID-19 pandemic and the principles laid down in the Security Strategy for Society”, says Ahti Kurvinen, Director of Government Security.
