Proposal for 2025 Budget submitted to Parliament

The Government has submitted its proposal for the 2025 Budget and related legislative proposals to Parliament. In the 2025 Budget, central government expenditure amounts to EUR 88.8 billion and revenue to EUR 76.6 billion, with a deficit of EUR 12.1 billion.

The total amount of the 2025 Budget is EUR 88.8 billion, representing an increase of approximately EUR 0.8 billion on the budget for 2024 (supplementary budgets included). The increase in expenditure is mainly due to the ex-post control of the funding for wellbeing services counties (EUR 1.4 billion) and statutory and agreement-based index adjustments (EUR 1.8 billion). At the same time, the reforms and cost savings outlined in the Government Programme and General Government Fiscal Plan are reducing expenditure by EUR 1.8 billion.

The Government Programme is committed to strengthening general government finances by EUR 6 billion, and the spring government session on spending limits decided on additional adjustments totalling EUR 3 billion. The 2025 budget proposal implements these decisions and includes no decisions on new adjustment measures.

The Government will actively monitor the implementation of the EUR 9 billion savings package and will take corrective measures if the package threatens to fall short of the target.

Parliament is scheduled to pass the 2025 Budget in a plenary session in December, when the final decision on the Budget will be made.
