Compulsory security features to be applied to unit packets of tobacco products

The Ministry of Social Affairs and Health has issued its decision concerning the authentication elements of security features to be applied to unit packets of tobacco products. All unit packets of cigarettes and roll-your-own tobacco placed on the Finnish market must carry a security feature from 20 May 2019. All other tobacco products must carry a security feature from 20 May 2024.
The Ministry chose five authentication elements of compulsory security features for products placed on the Finnish market. The authentication elements are guilloche, colour-changing ink, UV dull paper, microprint and security fibres (covert). All these elements must be applied to unit packets of tobacco products.
Security features may prevent illicit trade of tobacco products. Security features are helpful, for example, when investigating cases of smuggling or pirated products.
The decision of the Ministry of Social Affairs and Health is based on an EU Commission Implementing Decision that shall be implemented in each Member State.
