Equality mainstreaming increases inclusion and promotes non-discrimination

The Ministry of Transport and Communications and the agencies in its branch of government, the Transport and Communications Agency, the Transport Infrastructure Agency and the Meteorological Institute, have drawn up a joint operational plan on gender equality and non-discrimination for 2026–2030.

Equality mainstreaming means that gender equality and non-discrimination are embedded in the structures, processes and everyday practices of public authorities and, through these, affect citizens and society. Ensuring gender equality and non-discrimination is part of authorities’ core tasks and leadership. Authorities have a statutory duty to draw up a plan setting out measures for mainstreaming gender equality and non-discrimination in their operations.

It is important that public administration takes proper and comprehensive account of the needs, life situations and functional capacities of different groups of people. The plan helps the Ministry and the agencies in this work. For the Ministry of Transport and Communications agencies, promoting gender quality and non-discrimination means, for example, ensuring that everyone has genuinely equal opportunities to access and use transport and communications services.

The plan focuses on providing accessible and equal services, promoting inclusion and non-discrimination, improving public officials’ knowledge of gender equality and non-discrimination, and ensuring the systematic monitoring and reporting of the plan. The plan sets out 30 measures to achieve these objectives.

This is the third joint operational gender equality and non-discrimination plan prepared by the Ministry of Transport and Communications and the agencies in its government branch.

What’s next?

The Ministry and the agencies will monitor the implementation of the plan, in particular through their operational network for gender equality and non-discrimination. The Ministry and the agencies will report regularly on the plan and its implementation to their senior management.
