The EU Transport and Telecommunications Council will convene in Luxembourg on 1–2 June 2023. Minister of Transport and Communications Timo Harakka will represent Finland at the meeting.

Road safety on Transport Council agenda

The EU transport ministers will discuss two directive proposals included in the road safety package presented by the European Commission in March 2023. The package aims to prevent road fatalities and reduce serious injuries on EU road networks.

The ministers will hold a policy debate on the proposal for a revised directive on driving licences. The aim is to modernise the EU rules on driving licences, improve road safety and facilitate free movement. The proposal would allow young people to drive quadricycles (lightweight cars), as Finland has been advocating.

The ministers will take note of a progress report on a revised ‘CBE Directive’ aiming at facilitating cross-border exchange of information on road-safety-related traffic offences. The directive aims at reinforcing road traffic control, streamlining the investigation of traffic offences committed abroad and facilitating the cross-border enforcement of sanctions.

Over lunch, the ministers will discuss measures for more environmentally friendly freight transport.

EU electronic communication infrastructure on Telecommunications Council agenda

On 2 June, the EU telecommunications ministers will take note of Presidency progress reports on the Gigabit Infrastructure Act, the Interoperable Europe Act and the Cyber Resilience Act.

The Gigabit Infrastructure Act aims to reduce the cost of deploying gigabit electronic communications networks.

The Interoperable Europe Act would improve the interoperability of public digital services.

The aim of the Cyber Resilience Act is to ensure a better cybersecurity of hardware and software products.

The ministers will hold a policy debate on the future of the electronic communications sector and its infrastructure. Over lunch, the ministers will exchange views on the topic of a competitive and digital Europe beyond 2030.
