Finland and Norway sign agreement on cross-border taxi transport services

On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport Jon-Ivar Nygård signed an agreement in Oslo, Norway, on taxi transport services between the Republic of Finland and the Kingdom of Norway. The agreement permits taxi transport services between Finland and Norway.
“We have finally solved this issue that has been a problem for the taxi industry for a long time. The agreement will help entrepreneurs operating across the border and make people's lives easier. It will soon be possible to take a Finnish taxi to Tromsø! I am very pleased that we reached this agreement and can now quickly get to work on the necessary legislative amendments,” says Minister of Transport and Communications Lulu Ranne.
“We are closely connected on both sides of the border, and businesses and local communities depend on easy transport between Finland and Norway. Now passengers will finally not have to change taxi operators at the border”, says Norwegian Minister of Transport Jon-Ivar Nygård.
The agreement aims to clarify the rights and duties of service providers in cross-border transport and to facilitate supervision. It also strengthens Finnish-Norwegian cooperation in the transport sector.
In future, a taxi service operator located in Finland or Norway will be able to transport passengers from their home country to the other signatory state. The operator may also take passengers aboard from the other signatory state and transport them back to the operator's home country if the service has been booked in advance. The agreement allows transport services to a third state through Finland or Norway as long as no new passengers are taken aboard along the journey.
What’s next?
The Ministry of Transport and Communications will launch a legislative project to bring the agreement into force in Finland.
The agreement will enter into force once both Finland and Norway have completed the necessary legislative measures. After that a government decree will be given on the entry into force of the agreement.
