Consultation process: Implementation of taxi transport agreement between Finland and Norway progresses

The Ministry of Transport and Communications requests comments on the draft government proposal for national implementation of the agreement between Finland and Norway on international taxi transport services. Opinions may be submitted until 21 May 2025.

On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport and Communications Jon-Ivar Nygård signed an agreement in Oslo, Norway, on cross-border transport by taxi between Finland and Norway. The agreement will enter into force once both Finland and Norway have taken the necessary national measures. In Finland, entry into force requires an act, which has now been drafted and sent out for comments.

Agreement permits taxi transport services between Finland and Norway

The agreement between Finland and Norway will enable transport by taxi between the countries. It will clarify the rights and duties of tax service providers in cross-border transport, facilitate supervision, and strengthen the Finnish-Norwegian cooperation in the transport sector.

A taxi company established in the territory of Finland or Norway may transport passengers from its home state to the other contracting state. The taxi company may also pick up passengers in the other contracting state and take them back to its home state, if the service has been booked in advance. The agreement also allows transport through the other contracting state to a third state, as long as the taxi does not take new passengers onboard during the journey.

What’s next?

Comments on the draft government proposal can be submitted at lausuntopalvelu.fi. After the consultation process, the preparations will continue by public officials as part of official duties.

The government proposal should be submitted to Parliament in June 2025.

The act will enter into force on a date to be determined by government decree once Norway has completed its own national measures and the agreement can be implemented.
