Finland–Norway taxi transport agreement to enter into force in December

The agreement on cross-border taxi services between Finland and Norway will enter into force on 14 December 2025. It will permit taxi transport between the two countries.

The agreement will clarify the rights and duties of taxi operators in cross-border transport, improve oversight, and strengthen cooperation between Finland and Norway in the transport sector.

"This is good news for taxi operators and their customers in Lapland. We kept our promise that starting in December Finnish taxis will be able to cross the border to Norway with ease.  The agreement, which will enter into force on 14 December, will solve a problem that has been long recognised in Lapland,“ says Minister of Transport and Communications Lulu Ranne.  

“This is great news for citizens and industry on both sides of the boarder. I am happy that we have finally solved this problem and that passengers no longer have to switch taxis at the border. I hope that this will make life a little easier for both Norwegian and Finnish people”, says Norwegian Minister of Transport Jon-Ivar Nygård.

Under the agreement, a taxi company established either in Finland or Norway may transport passengers from its home state to the other contracting state. It may also pick up passengers in the other state and take them back to its home state, provided the journey was booked in advance. The agreement also allows transit through the other contracting state to a third state, as long as no new passengers are picked up during the journey.

On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport Jon-Ivar Nygård signed the agreement in Oslo, Norway, to enable cross-border taxi services between Finland and Norway. In Finland, the necessary national measures had to be completed before the agreement can enter into force. Provisions on the entry into force of the agreement and the related act are issued by government decree.
