Ministerial working group updates the measures of the Digital Compass that guides Finland's digital transformation
At its meeting on 17 December 2024, the ministerial working group on reforming society decided on updating the Digital Compass implementation plan and on circulating for comments the government proposal concerning legislation supplementing the European Data Act. The ministers also discussed the progress of the implementation of the cyber security strategy.
The ministerial working group decided on updating the national Digital Compass implementation plan. A tool for guiding Finland's digital transformation, the Digital Compass develops digitalisation to make life easier for people and to help businesses. It contains the objectives for advancing the digital transformation of society, which are divided into four categories: competence, infrastructure, public services and businesses. The implementation plan is updated annually.
"Having a shared Digital Compass is significant. Among our concrete successes, we have secured significant further investments in the LUMI supercomputer and ensured the continuation of the Real-Time Economy project. The work will continue through broad cooperation, particularly with regard to promoting cyber security, data infrastructure and artificial intelligence," says Minister of Transport and Communications Lulu Ranne.
"The updated implementation plan for Finland's Digital Compass contributes to the Orpo Government's goal of making Finland a digital leader. In accordance with the Government Programme, we will focus particularly on strengthening cyber security, developing data infrastructure and promoting artificial intelligence in order to ensure people's safety and improve the operating conditions of companies in an increasingly digital world," says Minister of Local and Regional Government Anna-Kaisa Ikonen.
Legislative proposal supplementing the Data Act to be circulated for comments
At its meeting, the ministerial working group decided to circulate for comment the government proposal rconcerning legislation supplementing the Data Act. The Data Act establishes the basic rules for accessing and using data generated in the EU across all economic sectors.
The draft government proposal to be circulated for comments proposes the enactment of a new law on supervising the management and sharing of data. The new legislation would include provisions on the national competent authorities and the organisation of supervision, data coordination and penalty fees. The Data Act will become applicable on 12 September 2025.
The ministers also discussed the implementation of Finland’s cyber security strategy. The cyber security strategy has been revised in accordance with Prime Minister Orpo’s Government Programme to respond to the changed operating environment. The timeline of the revised cyber security strategy extends to 2035.
Examples of the measures outlined in the cyber security strategy include the development of the cyber security resilience and preparedness of the public, the deployment of quantum-proof cryptography solutions and promoting the security and operational reliability of shared ICT services and data repositories.
