The Ministry of Transport and Communications has begun drafting a memorandum assessing the approval and registration of racing vehicles.

“Finns are rally enthusiasts. We have now launched a project looking into the registration of rally cars in Finland. Our goal is to understand how we could make operating easier for Finnish motorsports without sacrificing traffic safety,” said Minister of Transport and Communications Lulu Ranne.

Vehicles are built in Finland that are intended for international motorsports events and are not approved for use on the roads or registered in the transport register. This new project will assess needs to amend the regulation of vehicles and road traffic with respect to the approval and registration of racing vehicles. The project will focus on the need, options and feasibility of legislative amendments.

Next steps

Stakeholders will be invited to submit their views on the assessment memorandum during the autumn of 2026. The memorandum is due to be completed by the end of 2026.
