Finnish Government to draw up national security strategy

The Finnish Government will draw up a national security strategy as part of the development of an operating model for the management of national security at the Government level. The strategy aims to identify and assess the most serious threats against Finland in more efficient and extensive ways through cooperation across administrative boundaries.

In addition, the strategy strives to identify, through a broad-based and cross-administrative approach, strategic, proactive and immediate measures that are necessary for safeguarding national security. This enables the ministries and authorities to identify and integrated national security considerations in more extensive ways in their work.

The preparation of the national security strategy began on 8 March under the direction of the Ministry of the Interior and the Secretariat of the Security Committee. The strategy’s publication is scheduled for June 2025.

The Prime Minister’s Office set up a project to prepare the implementation of the entries in the Programme of Prime Minister Orpo’s Government concerning the management of national security. Subgroups of the project will prepare proposals for a national security strategy and for a revision of Finland’s Cyber Security Strategy.

The national security strategy will be prepared in collaboration between the Prime Minister’s Office, the Ministry for Foreign Affairs, the Ministry of the Interior, the Ministry of Defence, the Ministry of Transport and Communications, the Ministry of Economic Affairs and Employment, the Ministry of Justice, the Ministry of Education and Culture, the Ministry of Social Affairs and Health, the Ministry of Agriculture and Forestry, the Finnish Border Guard, and the Security Committee.
