Finland to participate in Pax Silica initiative

Finland has joined the Pax Silica initiative that aims to secure supply chains for semiconductors, critical minerals and artificial intelligence infrastructure. The declaration was signed on behalf of Finland by Minister of Economic Affairs Sakari Puisto in Washington on 16 April 2026.

Pax Silica brings together the world’s leading technology countries. It is a US-led international strategic partnership launched in 2025 that aims to build secure supply chains for artificial intelligence, semiconductors and critical minerals. Pax Silica also promotes innovation, protects sensitive technologies and strengthens trusted digital infrastructure. 

“The United States is a key ally of Finland. Through Pax Silica, our countries can further deepen their cooperation in foreign and security policy, economy and technology. At the same time, the initiative offers Finland an opportunity to strengthen economic security with other participating countries,” says Minister for Foreign Affairs Elina Valtonen.

“As a country with a strong focus on technology and innovation, Finland boasts top-quality research and internationally competitive companies. This initiative will open more opportunities for Finnish companies to collaborate in the US, including in new fields where Finland’s strengths lie,” says Minister of Economic Affairs Sakari Puisto.

Pax Silica will intensify cooperation between countries in sectors where their expertise and resources complement each other. These include information networks and connectivity, critical minerals, semiconductors and energy. They are essential for developing artificial intelligence and for strengthening secure digital infrastructure, industrial capacity and sustainable supply chains. 

“It is important for Finland to collaborate with the US and other global leaders in new AI technologies. Pax Silica can help Finnish businesses access high-tech value chains and improve funding opportunities for our growth companies,” Puisto adds.

Approximately ten countries have already joined the initiative, including Sweden, Australia, India, Japan and the United Kingdom.
