National coordinators of the Icebreaker Collaboration Effort (ICE Pact) from Canada, Finland and the United States will meet in Helsinki on 5–7 May 2026. Finland will host a three-day meeting for the countries’ government representatives to advance the goals related to icebreaker construction and Arctic cooperation.

Both the meetings of coordinators and the working groups will focus on the practical progress of the ICE Pact. This will be discussed by the working groups on Wednesday and the national coordinators on Thursday.

Before the official meetings, the participants will visit Rauma Marine Constructions and Steerprop in Rauma and Sata Shipbuilding in Pori. On Thursday, the participants will visit the Helsinki shipyard and the Polaris icebreaker.

The ICE Pact will strengthen the Arctic expertise and icebreaking capabilities of Canada, Finland and the US. The collaboration centres on technical expertise, exchange of information, competence development of workforce, research and development, and cooperation with allies and the industry.
