RRF investment aid applications for energy infrastructure projects are accepted until 15 May

The call for applications on investment aid for energy infrastructure projects under Finland’s Recovery and Resilience Plan (RRP) has been opened. Applications will be accepted until the 15th of May 2024. The aid may be granted to companies and corporations for projects, where eligible costs exceed EUR 5 million. The investment aid available for projects is approximately EUR 35 million.

This fifth application round will be the last one for aid for energy infrastructure investments under the RRP. The amount to be distributed now is a previously unused grant authorisation of about EUR 35 million. A budget authority of EUR 154.35 million has been available for this form of aid, of which a total of EUR 119.3 million has been allocated to 24 different projects in 2022–2023.

The call for applications promotes the objectives of Finland’s Recovery and Resilience Plan. In this round, applications are only accepted for energy infrastructure projects. 

Aid may be granted for:

  • Transmission and distribution of electricity and related smart solutions implemented by the main grid operator and electricity distribution network operators, which connect renewable energy to the main grid and introduce innovative technologies in the distribution network. 
  • Utilisation and transfer of waste heat, waste cold and renewable energy to district heating systems and related smart solutions
  • Transfer and distribution of low-carbon gas and related smart solutions 

The Ministry of Economic Affairs and Employment must make the aid decisions no later than in the autumn 2024. The processing time of the applications is therefore shorter than normal. Aid can only be granted to projects for which the applications are carefully prepared and where the implementation will begin quickly. The projects must be completed by 30 June 2026. 

Submit applications via Business Finland’s online services

Aid applications may be submitted for energy infrastructure projects with approved costs exceeding EUR 5 million. Applications can be submitted at Business Finland’s online services until 15 May 2024. 

The application round will be opened on the condition that Parliament approve the Government’s supplementary budget for 2024, which includes the budget authority to be used for the aid.  Parliament is currently debating the supplementary budget.
