Does the cyclist have the right to drive using the pedestrian crossing and who is obligated to give way in that case?

If the driver of a vehicle on the roadway obligated to give way to a cyclist who uses the pedestrian crossing? And what about the obligation to give way in a case where the cyclists crosses the roadway at a spot where there is a cycle lane crossing?
