Agreement reached in cluster munitions negotiations
The conference concerning cluster bombs organised in Dublin on 19—30 May has concluded an agreement, including a comprehensive ban on cluster munitions as well as considerable obligations related to clearing the munitions and assisting the victims.
The agreement is a major step forward in international efforts to address the problems cluster munitions cause to civilian populations.
The agreement bans a significant part of the current designs of cluster bombs.
The signing of the agreement will be organised in Oslo in December. By that time, Finland will define its own stand on the agreement.
An important role has been designed for cluster bombs in the development of the military capacity of the Finnish Defence Forces. The agreement will have an immediate impact on the international cluster munitions market and, consequently, it will also affect Finland’s acquisition plans in any case.
