Finland to attend joint EU table-top exercise focusing on crisis management and hybrid threats

Finland will participate in a joint European Union table-top exercise the EU Integrated Resolve PACE 2024. The aim of the exercise is to improve the EU’s crisis response capacity.

The exercise will be structured into two phases. The first phase, focusing on the EU’s Common Security and Defence Policy (CSDP) planning, will take place from 30 September to 11 October 2024 and the second, event-driven phase from 21 October to 25 October 2024.

The exercise will be based on a scenario reflecting a complex crisis of a hybrid nature. EU Member States are expected to respond to different kinds of inputs in a fictitious operating environment and test the EU’s Crisis Response Mechanisms.

The solidarity clause of Article 222 of the Treaty on the Functioning of the European Union will apply during the exercise.

The European External Action Service (EEAS) will lead the exercise, which will include participants from other EU institutions and agencies and from several Member States. The exercise will also help improve cooperation between the EU and NATO within the framework of the concept of Parallel and Coordinated Exercises (PACE).

Finland will participate in the exercise in cross-government cooperation of the Ministry for Foreign Affairs, the Ministry of Defence, the Ministry of the Interior, the Prime Minister’s Office and Finland’s Permanent Representation to the EU in Brussels.

This will be the seventh time the exercise has been organised. The previous exercise took place in 2022.
