In 2025, Finland will chair the Organization for Security and Co-operation in Europe (OSCE), the Nordic Council of Ministers and Nordic Defence Cooperation (NORDEFCO).

As OSCE Chair, Finland will focus on upholding the OSCE’s principles, supporting Ukraine and strengthening the resilience of the Organization and its participating States. The work of the OSCE is still based on the principles of the Helsinki Final Act, which was adopted at the Conference on Security and Co-operation in Europe exactly 50 years ago. To mark the anniversary, Finland will establish a Helsinki+50 fund together with the interested participating States and the Secretariat to support the work of the Organization. No ministerial meetings will be held in Finland during the Chairpersonship.

In 2025, Finland will also hold the Presidency of the Nordic Council of Ministers in collaboration with Åland.  The programme for Finland’s Presidency supports the goal of making the Nordic region the most sustainable and integrated region in the world by 2030. Finland’s three priority areas for this work are a sustainable, competitive and socially sustainable Nordic region. Finland’s programme also highlights the importance of strengthening the resilience of the Nordic countries, promoting preparedness for civilian crises and hybrid threats, and addressing the needs of children and young people. During Finland’s Presidency, the Nordic prime ministers will meet in Finland.

At the turn of the year, Finland also took over as chair of Nordic Defence Cooperation (NORDEFCO). The main focus of Finland’s term as the chair will be on implementing the new political concept for Nordic defence cooperation, the Vision for Nordic Defence Cooperation, which will guide Nordic defence cooperation until 2030.
