Finland to support Ukraine’s resilience and stability on third anniversary of war of aggression
Finland supports the second phase (2025–2027) of the Partnership Fund for a Resilient Ukraine (PFRU) with a total of EUR 4.5 million. There are nine countries channelling their support to Ukraine through the Partnership Fund.

The objective of the Partnership Fund for a Resilient Ukraine (PFRU) is to support social stability, especially in eastern and southern Ukraine and in territories liberated from temporary occupation that have suffered the most significant damage due to Russia's war of aggression. The PFRU strengthens the resilience of regions and communities by supporting early recovery and responding to acute needs for basic public services and emergency assistance. Support is also targeted at measures to sustain long-term peace and promote national identity and unity.
Ensuring the equal status of women and girls is integrated into all of the PFRU’s activities. The programme supports frontline communities’ vulnerable groups, including victims of sexual violence and war veterans, and responds to psychosocial support needs. The fund also supports efforts to return forcefully displaced Ukrainian children and the search for persons missing as a result of the war. The fund also contributes to Ukraine’s EU accession.
On 24 February, three years have passed since the start of Russia’s full-scale invasion of Ukraine. Ukraine has demonstrated resilience and a strong will to fight. The war of aggression is burdening the country’s capacity and unity, and the need for support is immense. Supporting Ukraine’s critical, social and public infrastructure and securing key services and livelihoods amidst Russia’s war of aggression is essential.
“The reconstruction of Ukraine and support for basic public services will enhance the country’s resilience, which is also needed to achieve lasting peace,” says Minister for Foreign Trade and Development Ville Tavio.
Finland’s support to the first phase of the PFRU totalled EUR 4.3 million in 2022–2024. During this period, the PFRU’s actions included implementing 577 projects supporting recovery, helping two million people to access basic public services, implementing media campaigns and supporting mental health services and the stability and sustainability of society in eastern and southern Ukraine.
