Finnish Allan Rosas appointed Chair of the EU panel assessing judicial appointments to the EU Court of Justice

Doctor of Laws and former long-term Finnish member of the EU Court of Justice Allan Rosas has been appointed Chair of the EU panel charged with preparing the appointment of Judges and Advocates-General to the EU Court of Justice (the panel provided for in Article 255 of the Treaty on the Functioning of the European Union). The panel assesses the suitability of candidates to perform the duty of Judge and Advocate-General of the EU Court of Justice. It ensures that the candidates nominated by the Member States meet the eligibility criteria under EU law. Representatives of the governments of the Member States decide on the appointments after receiving the opinion of the panel.

The panel is made up of seven persons chosen from among former members of the Court of Justice and the General Court, members of national supreme courts and lawyers of recognised competence. One of the members is proposed by the European Parliament. The composition of the panel is decided by the Council based on a recommendation from the President of the EU Court of Justice. The aim is to ensure a balanced composition, both geographically and in terms of the legal systems of the Member States represented.

The President of the EU Court of Justice proposed Rosas for the position. The Council of the EU decided on the appointment in its written procedure on 15 April 2020. Rosas was appointed for the remainder of the previous Chair’s term of office until 28 February 2022.

Rosas served as a Judge of the Court of Justice nominated by Finland from January 2002 to October 2019. His expertise and knowledge have been widely utilised in various contexts. Among other positions, Rosas is a member of the independent committee that advises the European Commission in ethical matters.
