Government administrative and service functions to be pooled together
The Government proposes that the organisation of the government's and its ministries' common administrative and service functions be assigned to the Prime Minister's Office as of 1 March 2015. The Prime Minister's Office would also direct and coordinate processes relating to the common administrative and service functions. On Thursday 16 October, the Government submitted to Parliament a proposal for the amendment of section 2 of the Government Act and section 1 of the Archives Act.
The government's and its ministries' common administrative and service functions would constitute a new area of responsibilities within the Prime Minister's Office. The responsibilities would be carried out by a Government Administrative Unit to be set up in the Prime Minister's Office. The objective is to find new ways of organising the government's common internal administration and, by doing so, promote the creation of new, more consistent operating cultures. HR administration, information management, office services and facilities management are among the functions to be pooled in the Administrative Unit.
The proposal aims to strengthen government activities by establishing coherent procedures and processes for the handling of the ministries' common functions. This would also enable the planning and handling of various issues within the government to be better coordinated. According to the proposal, the government and ministries should constitute a single archiving body.
The resources necessary for carrying out the common administrative and service functions are to be transferred from the other ministries to the Prime Minister's Office. On an annual level, this would mean approximately EUR 100 million in operating appropriations and 293 posts in man-years. After the transfer, the Prime Minister's Office would have approximately 480 man-years for the duties to be carried out by the Government Administrative Unit.
The pooling of the government's and its ministries' common administrative and service functions has been prepared under the Government Administrative Unit 2015 project. The project is part of the central government reorganisation project.
