Minister for European Affairs Strand in Ukraine: “Ukraine’s place is in the European Union”

Minister for European Affairs and Ownership Steering Joakim Strand attended an informal meeting of EU ministers for European affairs in Lviv, Ukraine, on 10–11 December. Discussions at the meeting focused on support for Ukraine on its path to EU membership. The meeting offered an opportunity to assess Ukraine’s progress and strengthen support for the necessary reforms.

Finland has continued its strong support for Ukraine’s EU integration. Like the Commission, Finland estimates that all clusters of negotiations could be opened for Ukraine by the end of 2025.

“It is very encouraging to see the work Ukraine has done on all six clusters of negotiations for EU membership. It is important to remember that Ukraine is doing this work while defending itself and all of Europe against Russia’s senseless war of aggression,” said Minister Strand.

For all candidate countries, Finland stresses the importance of meeting the accession criteria, especially with regard to the rule of law. Respect for the rule of law is also a requirement for Member States, with efforts to strengthen the rule of law ongoing within the Union as well.

“It is crucial that Ukraine continue to make progress on reforms related to the rule of law and the fight against corruption. This requires independent and strong institutions, as well as political will. Ukraine can count on Finland’s support on all fronts and at every stage,” Minister Strand said.

EU convergence has already brought tangible benefits to Ukrainian citizens, for example through cooperation on mobile roaming services. Ukraine is also working actively to join the EU’s Single Euro Payments Area (SEPA).

Ukraine gained candidate country status in 2022 and has made significant progress on comprehensive economic, legal and anti-corruption reforms.

The ministers attending the meeting in Ukraine also took part in the nationwide moment of silence held every day at 9.00 to commemorate those who have died in the war.
