At its meeting on Friday 29 November, the Ministerial Committee on European Union Affairs received an update on the EU’s climate targets and outlined Finland’s positions on the Commission’s proposal for a directive to harmonise insolvency law.

The Ministerial Committee on European Union Affairs received a situation report and held a discussion on the state of preparations related to the EU’s 2040 climate target and the post-2030 climate architecture.

The Ministerial Committee also elaborated on Finland’s positions on the Commission proposal for a directive harmonising certain aspects of insolvency law. The Ministerial Committee is of the view that the proposal for the directive as prepared by the Presidency has in many ways developed in line with Finland’s negotiating objectives and welcomes the Presidency’s latest proposal for a partial general approach. The harmonisation of insolvency law is linked to the development of the Capital Markets Union.

In addition, the Ministerial Committee outlined Finland’s positions for the following upcoming meetings:

  • Employment, Social Policy, Health and Consumer Affairs Council (Employment, Social Policy and Health) on 2–3 December
  • Transport, Telecommunications and Energy Council (Transport and Telecommunications) on 5–6 December

The ministers of employment and social policy will discuss the proposal for a directive on improving and enforcing the working conditions for trainees. The Council will also hold a policy debate on comprehensive solutions to demographic challenges in the EU. In addition, the Council will adopt five conclusions.

The Health Council will receive a progress report on the revision of pharmaceutical legislation (EU Pharma Package) and discuss the European Health Union in the light of the Draghi report on EU competitiveness.

The Transport Council is to adopt three general approaches on the directive on driving disqualifications, the regulation on the enforcement of passenger rights in the Union and the Regulation on passenger rights in the context of multimodal journeys.

The EU telecommunications ministers will hold a policy debate on the 2030 goals of the digital decade in the light of recent technological developments. In addition, the Telecommunications Council will adopt conclusions on the European Union Agency for Cybersecurity ENISA and the Commission White Paper on Europe’s digital infrastructure needs.

Before the meeting of the Ministerial Committee, Member of the European Court of Auditors Petri Sarvamaa gave an overview of the Court’s annual reports concerning the 2030 financial year.
