Provision of consular services at Finland’s Consulate General in Houston

The Ministry for Foreign Affairs proposes that the provision of consular services at Finland’s Consulate General in Houston start on 1 February 2026.

The Ministry for Foreign Affairs requests comments on a draft proposal for amending the Decree of the President of the Republic on the Locations of Finland’s Diplomatic Missions and the Provision of Consular Services in the Foreign Service. The consultation round is open until 31 December 2025.

It is proposed that the decree be amended so that the Consulate General of Finland in Houston would start providing consular services within its consular district as of 1 February 2026. Residence permit services would continue to be provided by the Consulate General in New York. The Consulate General in Houston could start providing Finnish official services such as issuing passports as soon as the amendment enters into force. 

The request for opinions has been sent to a selected group. However, others can submit opinions on the proposed amendments and on the explanatory memorandum.
