Report proposes ways to upgrade Team Finland activities
The activities of the Team Finland network, set up to promote the companies’ exports and internationalisation, could be further developed in various ways. This is the conclusion of the report published on 1 March. In the future it would be important to pay more attention to the strategic-level issues.
The models and strategic guidance relating to exports and internationalisation were benchmarked against the reference countries as part of the implementation of the 2016 Government plan for analysis, assessment and research.
For the report the network model of Team Finland was compared to the exports and internationalisation promotion activities in the Netherlands, Sweden and Denmark, and good practices and the ways to further develop the Team Finland activity were analysed. The recommendations proposed by the authors based on the benchmarking include strengthening the cooperation between the public and private sector in the Team Finland model, specification of a service promise that is binding on the actors in the network, and improving cooperation between the national and regional level. The authors also suggest for consideration the piloting of customised services of a foreign network that are subject to charge, further strengthening of the international network of experts, and utilisation of lessons learned from the programmes in the reference countries in focusing and developing the growth programme activities.
The benchmarking data were composed of strategic documents guiding the promotion of exports and internationalisation in the countries concerned. A peer learning workshop was organised, with participants from Finland and the reference countries.
The benchmarking is closely linked to the transformation of the Team Finland activities. In support of this, information has been sought from solutions and cooperation models applied in other countries and from best practices in cross-sectoral activities. The benchmarking carried out in May-December 2016 is the second part of the project entitled “How will Team Finland activities be developed to have more impact and be more customer-based?”. The benchmarking was conducted by Ramboll Management Consulting Oy together with 4FRONT Oy, which is responsible for the implementation of the project as a whole. The report on the first part of the project concerning the evaluation of the Team Finland growth programmes was published on 30 September 2016.
