Ministeriössä on käsitelty ylisopiton esittämiä suosituksia. Virkamiesjohtoryhmä on tehnyt linjauspäätöksen lainvalmistelua koskevista lisätoimenpiteistä.

Ministeriön päätöksellä kohdennetaan lisätoimenpiteitä lainvalmisteluun sekä sen tukemiseen. Päätös koskee säädöshankepäätöstä ja sen sisältöä, konserniohjausosaston tukea valmisteluun, säädösvalmisteluohjeiden päivittämistä, lainvalmisteluverkoston toiminnan syventämistä, säädösten seurantaa, koulutusta ja säädösjohtamista. Ministeriöön perustetaan sisäinen yhteistyöryhmä yhteistyöhön lainsäädäntöjohtajan kanssa.

Abstract: The Ministry of Transport and Communications (MTC) has identified the need to develop law-making so that it is better able to respond to the pressing timetables while safeguarding the quality of drafting of law. This report is based on a joint project of the Ministry of Transport and Communications and the Legislative Research Group at the Department of Law of the University of Eastern Finland, which was carried out during 2018. The project assessed the quality of law drafting by the Ministry of Transport and Communications in relation to the guidelines and the opinions of the Council of Regulatory Impact Analysis and the Constitutional Law Committee. As a result of the project, views will be presented on the development of the Ministry of Transport and Communications's legislative drafting in short and long term. The project analyzed five studies on the basis of which the drafting of MTC's legislation could be compared with the drafting of other ministries. In addition, the project analyzed nearly 40 Government proposals prepared by MTC in relation to the drafting guidelines. Information on the lawmaking process was gathered by interviewing the ministry's lawmakers and departmental heads. The legislator's perspective on the Ministry's drafting of legislation was studied by analyzing reports of the Transport and Communications Committee on the Government's proposals prepared by MTC.
