Project status

Goals and results

The project consists of two parts: 1) Coordination of AI in Government (policy coordination) carried out by the Ministry of Transport and Communications and the Ministry of Education and Culture, and 2) A Data Economy Growth Programme implemented by the Ministry of Economic Affairs and Employment.

The Coordination of AI in Government includes two work packages:
The first work package, 'AI in Government and in EU and international arenas' (responsibility of the Ministry of Transport and Communications), will produce an overall picture and situational awareness on AI. In addition, the package will define Finland’s strengths with regard to AI and establish processes for effectively sharing best practices through the Coordination Group for Digitalisation across the Government, that is to all ministries as well as stakeholders at the national, EU and international levels.

The second work package, 'Artificial intelligence and competence' (responsibility of the Ministry of Education and Culture), aims to define measures for improving the provision of education and training, taking into account a variety of competence levels and target groups. It will promote the utilisation of AI and new technologies in the education and research systems.

The second package, which will be carried out between 2 December 2024 and 1 December 2026, consists of the Data Economy Growth Programme implemented by the Ministry of Economic Affairs and Employment.

Starting points

The Government Programme has set the objective of creating competitiveness through the data economy, AI and digitalisation. The Coordination Group for Digitalisation implements the objectives of the Government Programme to strengthen digital management, to manage and coordinate information and technology policy in the long term, and to promote the objectives of the digital compass.

The projects will be carried out as separate packages under the umbrella of the Coordination Group for Digitalisation: AI in Government, which includes the Data Economy Growth Programme of the Ministry of Economic Affairs and Employment.

The Government Programme includes several entries on the use of AI and on exerting influence on international development and EU regulation in the sector. There are currently over 60 different projects and trials related to AI underway in state administration.
