Goals and results
The project seeks to ensure that the organisations needing to establish a reporting channel under the Whistleblower Act can better fulfil their statutory obligations, to increase the expertise of the persons processing the reports, and to raise awareness among employees of the Act's content. A further objective is to increase citizens' awareness of reporting procedures and channels.
The project outputs include training, briefings, and training materials to be made available to the public. As part of the project, a section on whistleblower protection has been created for the Ministry of Justice’s anti-corruption website (www.korruptiontorjunta.fi/en/whistleblower-protection). The website will be supplemented during spring 2024.

Starting points
This is a significant legislative reform that will affect many parties. The project aims to raise awareness in organisations and among employees and citizens. It is therefore important that practical information on the content of the Act can be disseminated as widely as possible. For this reason, the project’s key actions include comprehensive training and a wide range of communications.
The European Commission will monitor the national implementation of the Whistleblower Directive in all Member States.
Since the legislation will guarantee whistleblower protection, the project aims to increase the number of reports made on violations of EU and national legislation. To achieve this objective, the project will use training and communications. An appropriate reporting channel and a process for handling reports will improve the capacity to combat crime and corruption, and increase citizens' trust in public administration.
Launched in September 2023. In accordance with the project's goals, the trainings have started in January 2024 and progresses by sector during the year. Planned schedule for the trainings:
- Government organisations, 1-4/2024
- Local government sector and other organisations governed by public law, 5-9/2024
- Private sector organisations, 9-12/2024
The project's topics and information about the trainings will be widely communicated in various channels.
