Self-preparedness for emergency conditions – A project to develop guidelines

Goals and results

The aim of the project is to clarify the obligations of legislation and to harmonise the different actors
operating models related to rescue planning and civil defence shelters, also taking into account communication needs. The purpose is to promote preparedness for rescue operations in emergency conditions in cooperation
with citizens and the third sector and harmonises the supervision, guidance and direction of rescue services
advisory and security communications tasks.

The project implements the Government Programme, according to which competence in independent preparedness will be strengthened in all population groups, for example through guidance, counselling and supervision.

The project will prepare three sets of guidelines:
- emergency plan
- activation and use of civil defence shelters
- maintenance and periodic inspection of civil defence shelters
