In the proposed Regulation establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for the period 2028-2034, the Member States, among other elements, when designing their National and Regional Partnership Plans (NRPPs), should effectively address all or a significant subset of challenges identified in the policy reference framework. The framework was explained in Fiche 15 (WK 12757/25) and discussed in the AHWP – MFF on 8 October 2025. Concerning the support to specific objectives, which is also one of the key elements for the design of the NRPPs, following a strong call from Member States to avoid compulsory coverage for all specific objectives underpinning the proposed NRPPs, the CY PCY is currently discussing in the AHWP MFF – NRPP possible ways forward with a compromise proposal set to be circulated in the coming weeks. Against this background and with a view to the progress of the discussions in the AHWP MFF – NRPP, the Presidency invites delegations to raise any remaining clarifying questions regarding the scope of the policy reference framework, including the relevant documents and timeline, and to exchange views on how it should be best applied in the design of the NRPPs, also taking into account regional elements and the principle of proportionality.
