The large-scale interim evaluation of the wellbeing services county reform aims to assess the achievement of the reform objectives in 2025 in relation to the objectives laid down in legislation. The evaluation will be carried out on the basis of the implementation in 2023–2025 and by examining the preconditions for achieving the long-term objectives of the reform.

The interim evaluation is based on the Government Programme: “The Government will closely monitor and assess the functioning of the administrative structure of health and social services, the sustainability and incentive effect of the funding model and the functioning of the service system, including the implementation of service integration and the availability of services.”

The large-scale interim evaluation of the wellbeing services county reform will enable us to identify possible short-term measures and long-term recommendations for improvements.
The interim evaluation will examine the functioning of the reformed system by making use of the existing reports and material. It will form a comparable starting point for the future reviews of the reformed system of healthcare, social welfare and rescue services. The interim evaluation will make it possible to identify possible short-term measures and long-term recommendations for improvements.
