The renewable and competent Finland 2021-2027 programme includes the national theme “improving the business conditions of social enterprises”, which is implemented with ESF funding. The steering group (1.12.2021-31.12.2027) is responsible for the strategic steering of the national theme and for monitoring, assessing and supporting its implementation.

Project status

Starting points

The project is related to the implementation of the EU's Regional and Structural Policy Programme for a renewing and competent Finland 2021-2027. The objective of ESF-funded measures is to harness the workforce potential of the whole of Finland and to promote the matching of jobs and labour. The national theme supports improving the business conditions and operating environment of social enterprises so that activities are disseminated and established regionally and locally. It is also important to support the employment of persons with partial work ability. The aim is to form a partnership network for social inclusion, which includes key national and regional actors.

The project is related to the implementation of the strategy for social enterprises, which was approved by the Government in 2021 and decided to establish a centre of excellence to support the creation and growth of social enterprises. On 7.10.2021, the Ministry of Economic Affairs and Employment made a funding decision for establishing the centre of expertise for Social enterprises . The tasks of the centre of expertise include building national advisory and guidance services specialising in social enterprises and building measures to increase awareness of the business model among experts working in business and employment services and in entrepreneurship education in educational institutions and higher education institutions.
