The Virtual Finland service platform will improve Finland's competitiveness, enabling the delivery of seamless digital services from the public and private sector for different target groups coming to Finland, such as companies, employees, university students and tourists. The infrastructure built around the platform also creates opportunities for promoting the export and internationalization of Finnish companies.

Goals and results
The project will produce:
• The overall Virtual Finland concept and its strategic implementation plan
• Description of the digital service infrastructure and the architecture required for the selected service processes
• First production version of Virtual Finland platform shall be available, supporting at minimum one service process with the digital functionalities built by Virtual Finland
• Next steps for the continuation phase 2022-2025
Starting points
The project is linked to several entries in the Government Programme, mainly: strengthening Finland's competitiveness, promoting positive economic development and increasing cross-administrative co-operation.
Virtual Finland aims to improve Finland's competitiveness by enabling the delivery of seamless digital services for different target groups coming to Finland, such as companies, employees, university students, and tourists. The infrastructure built around the platform also creates opportunities for promoting the export and internationalization of Finnish companies.
The direct and indirect benefits of the project would be significant for the Finnish national economy:
• GDP would rise by several percentage points
• More jobs would be created
• Direct and indirect tax revenue would increase by at least hundreds of millions annually
Common digital infrastructure solutions could accelerate the achievement of these goals over several years.
The project started with a preparation and preliminary study phase in March 2021 and will end on 31 December 2023.
In the first phase (2021-2022), the Ministry for Foreign Affairs of Finland (MFA) shall coordinate the development work. During the first phase, a more permanent management model for the next development steps and production phase shall be planned and defined.
