Project status

Goals and results

The implementation project aims to prepare the implementation of the permit and supervision functions of the new gambling system so that the National Police Board, which is responsible for the permitting function of the new gambling system during the transition period, will have the best possible capacity to carry out the new tasks defined in the legislative reform of the gambling system as of 1 January 2026 while also taking into account the supervision tasks based on the current provisions of the Lotteries Act. The National Police Board will act as the competent authority under the new gambling act for the period laid down in the act. The goal of this project is that, as of the start of 2026, the National Police Board will have the necessary information systems and sufficient personnel and other capabilities required by the activities and will be able to begin receiving and processing licence applications.

The project also aims to ensure and implement the controlled transfer of the licensing and supervision tasks under the new gambling system, and the personnel responsible for those tasks and the relevant information systems, from the National Police Board to the new Finnish Supervisory Agency to be established within the timetable provided by law. The licences applied for in 2026 would enter into force, the supervisory activities under the new gambling services would begin and the centralised gambling self-exclusion system would be available as laid down in the new gambling act.
