Ilmastolain 20 §:n mukaan valtioneuvosto asettaa tieteellisen ja riippumattoman asiantuntijaelimen (Suomen ilmastopaneeli) ilmastopolitiikan suunnittelun ja sitä koskevan päätöksenteon tueksi. Suomen ilmastopaneelissa tulee olla edustus eri tieteenaloilta.
