23.3.2023 | On 23 March 2023, the President of the Republic approved a legislative package on the reorganisation of public employment and business services. The responsibility for organising such services will be transferred from the central government to municipalities on 1 January 2025. The reform aims to create a service structure that promotes the rapid employment of jobseekers by utilising all opportunities offered by municipal services.

6.10.2022 | The Government proposes to transfer the services of Employment and Economic Development Offices (TE Offices) to municipalities on 1 January 2025. This historical reform aims to create a service structure that will contribute to rapid employment of jobseekers and increase the productivity, availability, effectiveness and diversity of employment and business services.

5.9.2024 | On 5 September, the Government adopted a resolution on an action plan for combating racism and promoting equality. The action plan elaborates on the statement on promoting equality, gender equality and non-discrimination in Finnish society, which the Government submitted to Parliament on 31 August 2023.

7.7.2022 | The consultation round for the draft legislative proposal of the TE services reform 2024 ended on 27 June 2022. A total of 373 statements were submitted by the deadline. Based on the feedback, the Ministerial Working Group on Promoting Employment outlined certain new policies on 7 July concerning, among other things, the responsibility of municipalities for organising services, the provision of services, and the funding model.

25.3.2024 | The development measures of the employment and economic development services (TE services), the Finnish Immigration Service and the Ministry of Economic Affairs and Employment reduced the processing time of residence permits for employed persons to an average of 41 days in February 2024 from the previous year’s figure of 77 days.

28.6.2021 | The Ministry of Economic Affairs and Employment has circulated for comments a Government proposal, which will create the legislative basis for a new digital service platform for employment services (TE Services). The new service platform would improve the matching of employees with jobs and make employment services more efficient.

1.9.2021 | In its mid-term policy review in spring 2021, the Government decided to continue preparations for the transfer of employment and economic development services (TE services) to municipalities. The services will be transferred to municipalities in 2024. At its meeting of 31 August 2021, the Ministerial Working Group on Promoting Employment decided on the principles that relate to the employment base of municipalities providing services, cooperation between municipalities and the transfer of staff.

8.7.2021 | In future, the Employment and Economic Development Office (TE Office) of Uusimaa will give certain labour policy statements on the eligibility conditions for the unemployment benefit with respect to the territories of all TE Offices. The aim is to further harmonise the processing times and decision-making practices. Another aim is that statements on the eligibility conditions for the unemployment benefit will be processed without delay.

28.9.2021 | The Ministerial Working Group on Promoting Employment decided on 28 September 2021 that the majority of personal customer, employer and business services currently under the responsibility of Employment and Economic Development Offices (TE Offices) would be transferred to municipalities in 2024. At the same time, the procurement of these services would be transferred from the ELY Centres to municipalities.

9.3.2020 | Vocational guidance and career guidance services are also considered an important part of TE Services as a whole and guidance has had a positive impact on the clients' work, and studies as well as their likelihood to seek out these services. There is a need for development, in particular in the resourcing, client targeting and regional availability of guidance services.

24.3.2021 | The employment service pilots (TE pilots) launched by the Ministry of Economic Affairs and Employment during spring 2021 are part of the Government’s working capacity programme, which aims to improve access to and conditions of employment for persons with partial work ability or disabilities, and to coordinate services better. 

29.4.2021 | The Government is committed to a long-term approach in its work to raise the employment rate through decisions that will bring an estimated 80,000 new jobs.

14.6.2024 | On 14 June 2024, the ministerial working group on employment and entrepreneurship adopted an action plan to help people who have fled Ukraine. In accordance with the Government Programme, the aim is to help Ukrainians enter the labour market and to support their participation in Finnish society.

7.10.2021 | The reform would give unemployed jobseekers quicker and more intensive support for their job search. The Government submitted a proposal on the Nordic labour market service model to Parliament on 7 October 2021. The changes are intended to take effect in May 2022.

4.4.2024 | The comprehensive reform of the Act on the Promotion of Immigrant Integration (Integration Act) will enter into force at the beginning of 2025 when the main responsibility for integration will be transferred from the state to municipalities. 23.9.2024 | The Finnish Government proposes about EUR 15.2 billion in appropriations for the Ministry of Social Affairs and Health and its administrative branch for 2025. This is about EUR 1.1 billion less than in 2024.

12.5.2023 | The measures launched during the working capacity programme to create a more inclusive labour market and to employ people with impaired working capacity should be continued and developed further. The employees’ ability to work is an essential factor in the pursuit of a higher employment rate. 13.4.2023 | The comprehensive reform of the Integration Act, which will enter into force in 2025, will improve integration and strengthen the inclusion of immigrants in society. The reform will facilitate the path of immigrants towards employment and improve the access of immigrant women and others outside the labour force to services.
