18.4.2024 | On 18 April, the Government submitted to Parliament a proposal for introducing a new border procedure. The Aliens Act will be amended in line with the EU Asylum Procedures Directive to introduce the new border procedure in Finland. The purpose of the border procedure is to enhance the examination of unfounded applications and the return of applicants whose application has been rejected. The procedure will allow asylum applications submitted by persons who have already arrived in the country to be processed near the border if certain preconditions are met. 29.12.2022 | A temporary amendment to the Aliens Act will ensure the validity of residence permits issued in Finland to beneficiaries of temporary protection for as long as the temporary protection is in effect in the EU. A person's first residence permit will be issued directly for the entire period of validity of the temporary protection. 18.4.2024 | The Government proposes legislative amendments to prevent the evasion of provisions on entry more effectively than at present. The amendments would prohibit asylum applicants from switching to a work-based or education-based application procedure in order to apply for a residence permit. The amendments would also tighten the identity verification procedure. The Government submitted the proposal to Parliament on 18 April. 26.1.2026 | The Ministry of the Interior has supplemented the decree on fees charged for services provided by the police in 2026 with licence fees related to gambling services under the new Gambling Act. The new fees will be charged for an exclusive licence, a gambling licence and an authorisation for international cooperation for the holder of an exclusive licence or a gambling licence. 4.11.2025 | On 3 November 2025, the European Commission announced that 61 projects had been selected for funding under the latest Innovation Fund call for net-zero technologies. The aim is to facilitate a swift examination of asylum applications that are likely to be unfounded: if the applicant comes from a safe country of origin, the examination of their application would be accelerated. 2.3.2026 | Wild-berry picking has been regulated under the Seasonal Workers Act since 2025. Companies must hire foreign berry pickers subject to a visa requirement for a contractual employment relationship to enable them to apply for an entry permit to Finland.
