12.6.2026 | The EU’s Economic and Financial Affairs Council (Ecofin Council) agreed its general approach on a proposal to strengthen the Carbon Border Adjustment Mechanism (CBAM) in Luxembourg on 12 June 2026. The proposal would extend the CBAM to downstream products and introduce new measures to prevent circumvention.

26.9.2025 | In its meeting on Friday 26 September, the Ministerial Committee on European Union Affairs discussed trade relations between the EU and the United States, the development of the European Border and Coast Guard, the reform of the Carbon Border Adjustment Mechanism and the issues on the agenda for the next Competitiveness Council.

28.8.2023 | The Ministry of Economic Affairs and Employment proposes appropriations of EUR 4.4 billion for its administrative branch for 2024, which is about EUR 448 million more than in the 2023 budget.

29.9.2023 | The implementation of the EU’s Carbon Border Adjustment Mechanism (CBAM) will begin on 1 October. CBAM is a new kind of EU policy tool that imposes an emissions-based price on certain products from outside the EU equivalent to that imposed by the EU emissions trading scheme on similar products manufactured in the Union.

24.1.2023 | The EU’s Carbon Border Adjustment Mechanism aims to prevent carbon leakage, where greenhouse gas emissions are transferred to countries outside the Union through production, and at the same time to encourage non-EU manufacturers to reduce their emissions. The Ministry of Economic Affairs and Employment has appointed a working group to prepare the implementation of the mechanism in Finland.

16.3.2022 | On Tuesday 15 March, the EU’s finance ministers reached an agreement in the Economic and Financial Affairs Council on establishing a Carbon Border Adjustment Mechanism. Minister of Finance Annika Saarikko represented Finland at the meeting in Brussels.

5.8.2022 | Appropriations of around EUR 3.78 billion are proposed for the administrative branch of the Ministry of Economic Affairs and Employment for 2023, which is EUR 236 million more than in the 2022 budget. In connection with the implementation of the EU’s Recovery and Resilience Plan, a total of EUR 346.13 million in appropriations and EUR 101.5 million in budget authority will be allocated to the administrative branch of the Ministry of Economic Affairs and Employment.

17.7.2026 | On 17 July 2026, the European Commission gave a proposal on the reform of the Emissions Trading Directive. The Commission will reform emissions trading to promote the implementation of the 2040 climate target and ensure predictable regulation in the emissions trading sector.

25.4.2022 | The Carbon Border Adjustment Mechanism proposed by the European Commission would cut imports of products subject to the mechanism from countries not part of the mechanism to Finland by a quarter. The mechanism would have the most significant impact on imports of iron, steel and fertilisers, especially from Russia and China. The effect on Finland’s GDP would be minor.

27.2.2026 | In its meeting on Friday 27 February, the Ministerial Committee on European Union Affairs discussed the EU’s defence and border security, the multiannual financial framework and the Carbon Border Adjustment Mechanism.

11.3.2025 | The EU Competitiveness Council (internal market and industry) will meet in Brussels on 12 March 2025. Minister of Economic Affairs Wille Rydman will represent Finland at the meeting.

20.4.2023 | On 18 April 2023, the European Parliament approved five legislative proposals that are part of the “Fit for 55” package. Parliament, the Commission and the Council representing the EU Member States had reached a preliminary agreement on the proposals at the end of 2022. The climate package aims to reduce greenhouse gas emissions in the EU by at least 55 per cent by 2030, compared to 1990.

31.3.2022 | An aid scheme is proposed for electricity-intensive industries to compensate for the indirect costs of emissions trading on the price of electricity. The Government submitted a proposal on this to Parliament on 31 March 2022. The act is scheduled to enter into force in summer 2022.

1.9.2022 | The measures taken in the administrative branch of the Ministry of Economic Affairs and Employment will support economic growth that is socially, economically and ecologically sustainable. The key objectives include ensuring a predictable investment environment, promoting productivity growth and full use of available labour, supporting clean technology investments and improving energy self-sufficiency.

22.6.2022 | The Act on Electrification Subsidy for Energy-Intensive Industries (that is, industries that use large amounts of energy) will enter into force at the beginning of July. The objective of the subsidy is to accelerate the transition of industrial production towards more carbon neutral operations.

8.7.2022 | Electrification aid can be granted to energy-intensive industries, i.e. industries that use a large amount of energy, in 2022–2026. The practices related to the electrification aid are defined in the government decree. Companies operating in the sectors entitled to the aid must apply for the 2022 aid by the end of September.

11.3.2022 | Minister of Finance Annika Saarikko will represent Finland in the meeting of EU and euro area finance ministers on 14–15 March.

14.7.2021 | On Wednesday, the European Commission unveiled a major package of legislative proposals on climate that would reduce the EU’s net emissions by at least 55 per cent by 2030. The Fit for 55 package contains 13 legislative proposals, eight of which would strengthen existing legislative instruments and five that are completely new regulations.
