A regional carbon price floor (CPF) has been proposed as a means to ensure the guiding effect of emissions trading in all market situations. 2.12.2025 | The first evaluations have been published on the preliminary impacts and results of Finland’s CAP Strategic Plan. The evaluations analysed the results and impact achieved related to the entrepreneurial income and competitiveness of agriculture, animal welfare, the biodiversity of agricultural environments and emissions from agriculture. 19.2.2021 | At the meeting of the Committee of Permanent Representatives (COREPER) on 17 February, the EU Member States unanimously opposed the Commission delegated act concerning the LULUCF Regulation. Finland had brought up the matter because the act would have made it practically impossible to apply the special allowance up to 10 million tonnes of carbon dioxide equivalent that was originally granted to Finland. According to the Annual Climate Report, additional measures are needed particularly to strengthen the carbon sink of the land use sector to enable the achievement of the Finnish land use sector’s obligation set at the EU level.
