2.6.2025 | The Ministry of Economic Affairs and Employment is organising a consultation round from 2 June to 28 July 2025 on legislative amendments to the grounds for fixed-term employment contracts, the duration of the notice period for layoffs and the re-employment obligation of employers. The proposed amendments have been prepared in a tripartite working group that was not unanimous in its work.

24.2.2025 | According to the Government Programme, the regulation concerning the grounds for terminating employment related to the employee will be amended so that, in future, a proper reason would be sufficient for terminating an employment contract. The Ministry of Economic Affairs and Employment requests comments on the legislative amendments to be submitted between 24 February and 7 April 2025. The amendments have been prepared in a tripartite working group that was not unanimous in its work.

The Ministry of Education and Culture has commissioned external experts to produce a report on the synthetic replication of sound, image, appearance and movement. Professor Anette Alén and visiting researcher Tuomas Mattila are preparing the report.

9.9.2024 | The Ministry of Economic Affairs and Employment has appointed two new tripartite working groups to draw up the Government's labour market reforms. One of the working groups will focus on those grounds for terminating employment that are related to the employee's person. The other will handle the grounds for fixed-term employment contracts, the period of notice for layoffs, and the reemployment obligation.

7.3.2024 | On 7 March 2024, the Finnish Government submitted to Parliament a proposal concerning the implementation of the amendments made to the guidelines of the Maritime Labour Convention of the International Labour Organization in 2022. The proposal would adopt the amendments and bring them into force at the national level.

2.3.2026 | Wild-berry picking has been regulated under the Seasonal Workers Act since 2025. Companies must hire foreign berry pickers subject to a visa requirement for a contractual employment relationship to enable them to apply for an entry permit to Finland. For stays up to three months, berry pickers apply for a seasonal work visa at a Finnish mission abroad.

27.10.2025 | The Ministry of Transport and Communications is inviting comments on a draft government proposal to amend the Driving Licence Act. The proposal aims to improve road safety for young people. Comments may be submitted until 14 December 2025.

27.6.2025 | On 27 June 2025, the President of the Republic approved amendments to the Act on the Finnish Broadcasting Company Yle. The amendments will implement the legislative changes outlined by the parliamentary working group on Yle. They also incorporate the criteria and procedures for the appointment and dismissal of the management of public service media providers required by the European Media Freedom Act (EMFA). The legislative amendments will enter into force on 8 August 2025.

18.12.2025 | Finland’s economic recovery has been weaker than expected this year. The general government deficit is wide, and the debt ratio will continue to grow, estimates the Ministry of Finance in its economic forecast published on 18 December.

18.12.2025 | The Government will address the difficulties of foreign students and their families. On 18 December 2025, the ministerial working group on internal security and administration of justice outlined legislative changes regarding requirements for student livelihood and language skills.

9.12.2021 | The purpose of the proposed amendments is to make working conditions more predictable and to improve the position of those employed under a variable hours contract. This was brought on by the implementation of the EU Directive on Transparent and Predictable Working Conditions and the Government decision to improve the status of employees in temporary employment and on zero-hours contracts. The proposed legislative amendments have been prepared in tripartite consultation.

21.1.2025 | A report on the possible need to make amendments to board-level employee representation was submitted by rapporteur Jukka Ahtela (Master of Laws, Trained on the Bench) to Minister of Employment Arto Satonen on 21 January 2025. The report will now be discussed by a tripartite working group. The Government will assess the need for amendments in its mid-term policy review session in spring 2025.

29.12.2025 | Minister of Economic Affairs Sakari Puisto is pleased with the agreement on icebreaker cooperation between the United States Coast Guard and the Rauma shipyard, according to which two icebreakers will be built at the shipyard. Negotiations between the Coast Guard and the Helsinki shipyard are also likely to be concluded in the near future, bringing the number of icebreakers to be built in Finland up to four.

31.12.2025 | Fellow citizens, The darkest part of winter is now behind us – every day is a little bit longer than the last. Winter storm Hannes, which raged through Finland, has now subsided. I would like to thank the authorities and everyone else who has worked hard to repair the damage caused by the storm. We can be proud of the way Finland comes together in these situations.

15.2.2023 | During 2019–2023, the Government’s working capacity programme sought solutions to the employment problems of people with impaired capacity to work. At the same time, the programme developed more effective services to support working capacity. The closing event of the programme on 15 February examined the employment of people with impaired work capacity from the perspective of social sustainability, inclusion and the service system.

21.12.2023 | The European Commission has revised the EU thresholds used in public procurement. The changes are based on the World Trade Organization’s (WTO) Government Procurement Agreement (GPA). The Commission reviews the EU thresholds to correspond with the GPA every two years.

11.3.2024 | At their meeting of 11 March, the EU ministers for employment and social affairs approved the agreement reached with the European Parliament on the Platform Work Directive. Minister of Employment Arto Satonen represented Finland at the meeting in Brussels.
