23.4.2026 | On 23 April 2026, the Government submitted amendments to the Act on Electronic Communication Services for approval. The amendments apply to equipment that interfere with radio communications, so-called jammers. The act is scheduled to enter into force on 1 July 2026.

30.12.2024 | schools The Basic Education Act is being amended. With the amendments, the use of telephones and other mobile devices during lessons will only be allowed in certain situations. Regional State Administrative Agencies will also be able to investigate, on their own initiative, whether education is being organised in line with the Basic Education Act. In addition, promoting a physically active lifestyle will be added to the objectives of pre-primary, primary and lower secondary education.

10.12.2025 | The latest survey reveals that private copying of music and video content in Finland remains on a downward trajectory. In 2025, approximately 661,000 residents copied music or video for private use, down from 709,000 in 2024. Despite fewer people copying, the total number of copied files remains stable at an estimated 161–194 million.

10.12.2025 | The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation. The Directive calls for amendments to the driving licences regulation throughout the EU.

22.8.2023 | The Ministry of Transport and Communications invites comments on the government proposal for amending the Act on Electronic Communication Services. The proposal would implement the amendments to the Radio Equipment Directive harmonising the charging of mobile phones and tablets, for example. The deadline for submitting comments is 29 September 2023.

20.3.2025 | The judicial website Oikeus.fi has been redesigned and the new website opened on 20 March 2025. The website contains basic information on important, everyday legal matters and links to the websites and e-services of various judicial authorities.

18.2.2025 | Minister of Education Anders Adlercreutz met Estonia's Minister of Education and Research Kristina Kallas in Tallinn on 18 February. A Finnish - Estonian declaration on digitalisation, media literacy and artificial intelligence was published during the visit. The ministers also discussed these themes with experts and students.

17.12.2025 | On 16 December 2025, the European Commission published the Automotive Package to promote the automotive industry’s competitiveness and support the transition to clean vehicles. The package includes several legislative proposals.

20.9.2024 | According to a new study, the volume of legal private copying has continued to decline in Finland. In 2024, some 130,000 people aged 15 to 79 living in Finland copied music and 616,000 video material. Altogether, 709,000 people copied music or video material, which is less than in 2023, when the number was 755,000.

21.12.2023 | The Government proposes that the President of the Republic approve the amendments to the Act on Electronic Communication Services. The proposal will implement the amendments to the Radio Equipment Directive in Finland that will harmonise the charging of e.g. mobile phones and tablets.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.

10.1.2019 | The Act on Driving Licences has been amended so that drivers can prove their right to drive using a mobile driving licence. The mobile driving licence is a free, optional service that can be downloaded into a mobile device and used in addition to the traditional driving licence.

1.11.2023 | According to the study, the total number of private copying among 15-79-year-olds has decreased. Compared with 2015, the number of people making private copying has halved. Similar information was last gathered by Taloustutkimus in 2022.

The goal is to increase the use of radio frequencies and enable new technologies and services. Finland participates in decision-making at the conference and is globally influencing future communication services to ensure competitiveness and international accessibility.
