Tariff reductions under the agreement will take effect gradually, and tariffs on certain products will be eliminated as of day one. Some items in the proposal concern the Government's EUR 4 billion investment programme. The proposal will increase the revenue estimate by EUR 67 million and the requirement for appropriations by EUR 405 million.

The consultation period ran from 3 April to 19 May 2023. The memorandum provides a knowledge base for making decisions on the organisation of passenger rail traffic in the 2030s.
