8.5.2023 | Finland is currently constructing a green deal for the circular economy that brings together the most critical sectors and leading experts from Finland. The heart and soul of the green deal are scientific scenarios that are unique in terms of scope and coverage.

8.12.2021 | In a report commissioned by the Ministry of Economic Affairs and Employment, likely future outlooks for regional development in Finland have been examined through four different scenarios. According to these scenarios which extend to 2040, regional development may be globally selective, concentrated on raw materials and tourism, patchwork-like or balanced.

16.4.2021 | There are major uncertainties associated with the COVID-19 situation in spring 2021. Despite the uncertain situation, it is important to assess the long-term effects of the COVID-19 epidemic on society. Therefore, the central government has drawn up three scenarios for the development of the pandemic and the impact it will have on society over the next few years. The scenarios outlined here are not forecasts, but rather alternative paths of development based on calculations and assessments.

4.6.2026 | A study led by the Finnish Meteorological Institute is describing the impact on Finland of a deteriorating Atlantic meridional overturning circulation (AMOC) for the first time. The Government-funded HIIPUVA project is strengthening the knowledge base in preparation for conditions in which climate tipping points may rapidly disrupt living conditions.

24.6.2026 | Assessing the macroeconomic risks caused by climate change and biodiversity loss requires more advanced analytical methods. Developing these methods, along with tools to evaluate the broader economic impacts of the green transition, remains a significant challenge in Finland and globally. The working group established by the Ministry of Finance proposes measures to strengthen the knowledge base for decision-making.

12.6.2026 | The EU’s Economic and Financial Affairs Council (Ecofin Council) agreed its general approach on a proposal to strengthen the Carbon Border Adjustment Mechanism (CBAM) in Luxembourg on 12 June 2026. The proposal would extend the CBAM to downstream products and introduce new measures to prevent circumvention.

16.4.2026 | On 16 April, the Government approved the proposal for the Government report on changes in the foreign and security policy environment. The report supplements the Government report on Finnish foreign and security policy published in 2024. The need for the new report arose from changes that have taken place in the global political situation.

25.3.2026 | A study describing the alternatives and costs of nuclear energy promotion as well as its effects on the electricity market has been published. The report commissioned by the Ministry of Economic Affairs and Employment and produced by AFRY Management Consulting Oy was submitted to Minister of Climate and the Environment Sari Multala on 25 March 2026.

7.4.2026 | The evaluation explored the objectives of the Climate Act and the means to achieve these from the perspectives of impact, cost-effectiveness and acceptability. The process was led by the Ministry of the Environment. Meeting the objectives requires additional measures, especially in the land use sector.

9.6.2026 | Minister of Defence Antti Häkkänen held a speech at the meeting of the Council of Europe’s Committee on Social Inclusion and Human Dignity in Kouvola on 9 June 2026.

28.10.2025 | The interior ministers of Finland, Norway, Estonia, Lithuania, Latvia, Poland, Germany, Sweden and Denmark will meet in Gdánsk, Poland, on 28 October. The ministers will discuss countering hybrid threats posed by Russia and Belarus, and evacuation practices in the countries in the Baltic Sea region. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen.

4.12.2025 | On 4 December 2025, the Government submitted the national Energy and Climate Strategy to Parliament as a report. In line with the Government Programme, the strategy will accelerate the clean transition, reduce greenhouse gas emissions and strengthen carbon sinks.

10.10.2025 | A new report assesses the components of the flexicurity model and its suitability for Finland. The model brings together flexible employment protection legislation, strong unemployment security and a broad, active labour market policy.

16.4.2025 | The Ministry of Transport and Communications has launched preparations for a new period of network and programming licences for terrestrial television. The new licence period should start on 11 January 2027.

25.11.2025 | Three separate studies examine the development of nature value markets from the perspectives of sellers who generate nature values, buyers and intermediary organisations. According to the studies, nature value markets are an important means of increasing private funding for nature action, but their large-scale establishment requires clear rules and additional incentives.

11.9.2025 | Finland will host Rescue Borealis 2025, an international exercise bringing together hundreds of experts from Finland and abroad. The exercise strengthens cooperation between authorities in Euro-Arctic and cross-border emergencies. Rescue Borealis 2025 includes a field training exercise that will take place in the Oulu area between 29 September and 3 October 2025.

17.10.2025 | The Rescue Borealis exercise, conducted in Finland between August and October 2025, brought together around 700 professionals from healthcare, rescue services and other security authorities from Finland, Sweden, Norway and Germany. This multi-agency exercise, which was mainly funded by the European Commission and focused on chemical, biological, radiological and nuclear threats (CBRN), was reportedly the largest of its kind in Europe in recent years.

27.6.2025 | The clean energy transition is progressing at a good pace, thanks in part to the emissions trading system. However, reaching Finland’s climate targets will require more action in the effort sharing sector, and especially in the land use sector where emissions increased compared to the previous year.
