Preparation of Report on the Future continues – Strategic analysis of operating environment identifies 26 drivers of change affecting Finland’s future
The strategic analysis of the operating environment drawn up in connection with the first part of the Report on the Future was published by the Government on Friday 22 November. The analysis provides an overall picture of changes in Finland’s operating environment.
As in previous parliamentary terms, the Report on the Future is being drawn up in two parts. The first part consists of scenario work extending until 2045, and the strategic analysis of the operating environment now published is the first phase of this work.
The extensive analysis was produced through cooperation between the ministries and identifies 26 drivers of change affecting Finland’s future. The analysis discusses the geopolitical, economic, environmental, social, technological and legislative changes that will affect Finland’s future and explores their potential impacts.
The next steps in the scenario work will be to address uncertainties and discuss key scenarios and alternative paths of development extending to 2045.
The second part of the Report on the Future will focus on a key theme to be selected by the Government at a later date.
The first part of the Report on the Future will be submitted to Parliament in spring 2025, while the second part is due to be submitted in autumn 2026.
Increasing uncertainty highlights importance of foresight
Developments in recent years have highlighted the importance of the central government’s ability to handle uncertainty in an agile way and the need for more proactive decision-making.
The methods used to prepare the report have been revised so that the first part lays the foundation for the Government’s strategic foresight work and for the ministries’ joint and continuous foresight and monitoring of the operating environment.
The goal of the Government Report on the Future is to support the strategic decision-making of the Government and all central government organisations.
