19.5.2026 | Finland’s Ministry of Economic Affairs and Employment forecasts that, compared with this year, employment growth will be more robust in 2027 and 2028. A decline in long-term unemployment is expected to begin after the summer of 2026.

4.6.2026 | The Government is proposing a new type of integration assistance. The general social security benefit would be paid as integration assistance to immigrants registered as unemployed jobseekers who do not meet the prior work requirement or have lived in Finland for less than three years.

3.6.2026 | The Government submitted its second supplementary budget proposal for 2026 to Parliament on 3 June. The supplementary budget includes employment measures outlined in the spending limits session and investments in counter-drone capabilities and defence more broadly. The proposal also includes an increase to revenue estimates.

22.4.2026 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. Both the global economy and Finland’s finances are facing challenges. In its spending limits session, the Government focused on new targeted measures to strengthen people’s confidence in the future and improve the conditions for growth and employment.

7.5.2026 | The Government proposes legislative changes that would make it easier for people claiming unemployment benefits to study. According to the proposal, jobseekers aged at least 25 years could enrol for open higher education studies at universities, universities of applied sciences, community learning centres and summer universities without losing their unemployment benefit.

22.12.2025 | On 22 December 2025, the Government adopted a decree on a new grant that employment authorities can use to help companies hire unemployed young people under 30 years of age. This grant is also known as the employment voucher or recruitment subsidy. The subsidy granted to a company covers half of the young person’s salary for six months, but no more than EUR 1,500 per month.

7.11.2025 | The Ministry of Economic Affairs and Employment will hold a public consultation from 7 to 23 November 2025 on a draft government decree setting out provisions on a government grant, which the employment authorities could use to help companies hire unemployed young people under the age of 30. This grant is also known as the employment voucher or recruitment subsidy. It would be awarded to businesses to cover half of the young person’s salary for six months.

7.10.2025 | The Ministry of Economic Affairs and Employment is preparing the introduction of an employment voucher for young people, which was decided in the government budget session in September. The launch of the employment voucher is planned already for the beginning of next year. The purpose of the employment voucher is to help young people find work in the open labour market by temporarily reducing the costs of recruitment.

26.11.2024 | The number of unemployed jobseekers rose by 29,100 from October of last year. The number of new vacancies reported totalled 27,300. In all, the number of unfilled vacancies in October was 51,300, which is 50,700 fewer than a year ago.

22.10.2024 | The number of unemployed jobseekers rose by 29,900 from September of last year. The number of new vacancies reported totalled 29,700. In all, the number of unfilled vacancies in September was 56,200, which is 53,100 fewer than a year ago.

24.9.2024 | The number of unemployed jobseekers rose by 30,100 from August of last year. The number of new vacancies reported totalled 30,600. In all, the number of unfilled vacancies in August was 54,300, which is 60,100 fewer than a year ago.

20.8.2024 | The number of unemployed jobseekers rose by 27,200 from July of last year. The number of new vacancies reported totalled 25,100. In all, the number of unfilled vacancies in July was 48,200, which is 53,500 fewer than a year ago.

15.1.2026 | In the first stage, the general social security benefit will be a new social security benefit for unemployed jobseekers, replacing the existing labour market subsidy and basic unemployment allowance. The legislation on the general social security benefit is scheduled to enter into force on 1 May 2026.

5.1.2026 | The Ministry of Social Affairs and Health invites comments on the integration support. The comments should be submitted by 16 February 2026.

15.1.2026 | The changes to be made to social assistance will, for example, strengthen the obligations of recipients to apply for full-time work and primary benefits. The overall reform of social assistance aims to clarify the role of social assistance as a last-resort and temporary form of assistance, prevent social exclusion among young people and strengthen general government finances.
