21.11.2023 | The Talent Boost programme on work-based and education-based immigration will continue in a revised form during this Government term. The aim is to provide Finland with skills that meet its needs and to strengthen economic growth, employment and innovation activities. The ministerial working group on employment and entrepreneurship approved the programme on 21 November 2023.

9.10.2023 | The Ministry of Education and Culture’s proportion of the 2024 budget proposal is EUR 8.0 billion, which is EUR 274 million more than in the 2023 Budget. The budget proposal implements the Programme of Prime Minister Petteri Orpo's Government by raising the level of education and competence of the entire population. The measures in the budget proposal aim to strengthen the effectiveness of science and improve the conditions for conducting research and development.

28.11.2019 | In its plenary session on 28 November 2019, the Government set up a new Ministerial Working Group on Population Policy. Its task is to monitor demographic trends, to examine the reasons for these developments and to present strategic policy approaches and proposals for adapting to a new demographic structure and to make sure demographic developments evolve sustainably.

4.7.2019 | At its plenary session on Thursday, 4 July, the Government appointed ministerial working groups of the Prime Minister Rinne's Government. Strategic ministerial working groups were appointed for promoting employment, for climate and energy policy and for the restructuring of health and social services. A ministerial working group on competence, education, culture and innovation as well as on child and youth policy and on internal security and strengthening the rule of law were also appointed.

23.4.2020 | At its meeting on 21 April 2020, the Ministerial Working Group on Competence, Education, Culture and Innovation adopted a National Roadmap for Research, Development and Innovation (RDI). The measures in the Roadmap will improve the global attractiveness of the Finnish RDI environment and encourage businesses to invest more in RDI in Finland.

14.12.2021 | At its meeting on 14 December 2021, the Ministerial Working Group on Competence, Education, Culture and Innovation approved the first update of the national Roadmap for RDI. The first Roadmap for RDI of Prime Minister Marin's Government published in spring 2020 paves the way for sustainable growth and wellbeing based on knowledge, education, research and innovation.

15.5.2023 | The priorities and objectives of the WORK2030 programme responded well to the needs to develop working life, according to an external assessment. The programme supported earlier development work and succeeded in responding to the COVID-19 pandemic in particular. The programme played an active role in implementing the ongoing reform of continuous learning at workplaces.

10.12.2020 | The Government has prepared a draft report on education policy. The report provides an overview of the current situation in education and research and the target state and necessary measures to reach the target. The draft report has been sent on a broad round of consultations. The report is due to be submitted to Parliament early next year.

23.4.2020 | At its meeting on 21 April 2020, the Ministerial Working Group on Competence, Education, Culture and Innovation adopted a National Roadmap for Research, Development and Innovation (RDI). The Roadmap paves the way for sustainable growth and wellbeing in the 2030s based on knowledge, education, research and innovation.

27.5.2021 | On Tuesday 27 May, the President of the Republic released Member of Parliament Matti Vanhanen, Master of Social Sciences, from the post of Minister of Finance and his membership in the Government. On the same occasion, the President transferred and appointed Minister of Science and Culture Annika Saarikko as Minister of Finance and appointed Member of Parliament Antti Kurvinen, Lawyer, Master of Laws, as a Member of Government and Minister of Science and Culture.

17.12.2020 | On Thursday 17 December, the President of the Republic appointed Member of Parliament Jussi Saramo as Minister of Education and a member of the Government. At the same time, the President released Member of Parliament Li Andersson from the post of Minister of Education and her membership in the Government.

17.11.2020 | Four new competence clusters have been added to the Academy of Finland’s Flagship Programme. The Flagship Programme’s third call focused on collaboration between research teams and the business sector, and also on high-quality research with impact and the capacity for renewal. The Finnish Flagship decisions are part of the implementation of the new flexible partnership model of the Government’s RDI roadmap.

15.5.2020 | The parliamentary group that has been working to reform continuous learning has outlined how competence-related services should be recorganised to better serve the needs of people and working life. These policies give shape to the new service system for people of working age. Later, the parliamentary group will also examine issues related to learning, guidance and foresight at workplaces and income during studies.

9.8.2019 | On Friday 9 August 2019, the President of the Republic appointed Member of Parliament Hanna Kosonen MA as Minister of Science and Culture. On the same occasion, the President released Annika Saarikko from her duties as Minister of Science and Culture.

7.10.2020 | A new roadmap aims to ensure that the creative industries are more strongly part of sustainable economic growth. Currently, creative industries account for less than four per cent of Finland’s GDP, and the goal is to get nearer to the EU’s seven per cent average.

21.6.2023 | The winners of the Finnish competition for the European Enterprise Promotion Award are the Business Lande project, which promotes entrepreneurship among young people in rural areas, and the Startup Refugees entrepreneurship programme, which supports asylum seekers, refugees and other immigrants in the path towards work, entrepreneurship and skills development.

3.9.2024 | The 2025 budget proposal of Prime Minister Orpo's Government bolsters conditions for economic growth. Economic growth driven by the private sector will also serve to secure the financing base for central government finances. The fast-acting measures to curb indebtedness that were decided on due to the difficult situation in central government finances will move forward.

25.9.2019 | A continuous learning reform will focus on the skills of working age people. The reform will respond to the educational needs arising from changes in the world of work and seek solutions to combine work and study. Implementation of the comprehensive reform will continue beyond this government term.

24.3.2022 | In its plenary session on 24 March 2022, the Government adopted a resolution on the national intellectual property strategy. In the Government’s vision, by 2030 Finland’s operating environment concerning intellectual property rights (IPR) will support innovation activities and creative work effectively and increase economic wellbeing and competitiveness in a way that takes into account the realisation of fundamental rights and different social interests.

12.9.2022 | The prolonged COVID-19 pandemic, Russia’s war of aggression in Ukraine and accelerating climate change have led to a situation in Finland and globally where the future seems rather uncertain. In the midst of uncertainty, decision-making is difficult. Finland will hold parliamentary elections in spring 2023, and the new Government Programme will outline policies for the next few years.
