Selvityksen on laatinut Markus Leikola osana kulttuuripoliittisen selonteon toimeenpanoa. Sen tavoitteena on muodostaa kokonaiskuva kirja-alan nykytilasta. Selvitys luovutettiin tiede- ja kulttuuriministeri Mari-Leena Talvitielle 23. huhtikuuta.
